OSY (Out-of-School Youth)


The is a portal dedicated to the out-of-school youth (OSY) in the Philippines.  It is an initiative of NEWGENRocks!, an institutional advocacy of PUBLiCUS Asia, Inc. that seeks empowerment of the youth, paves way for their self-determination, and truly engages them to productivity.  The OSY was born upon realizing that interventions needed to address the many concerns of the OSY sector has been wanting.

OSY was launched on August 28, 2011 in Butuan City, Agusan del Norte with the CARAGA Youth Leaders Network, Inc. as the lead group.

NEWGENRocks! was launched in 2006 as a Voters Education initiative of PUBLiCUS in collaboration with the Ninoy & Cory Aquino Foundation.  Since then, NEWGENRocks! has been an active advocate on the various interests of the Philippine youth, among them: the Anti-Drug Addiction & Wellness Campaign, Clean & Green Drive, Entrepreneurship Initiatives, and Volunteerism Program.




What Does OSY Do?


“Hire Local” is the battlecry of OSY.  In collaboration with DepEd’s Bureau of Alternative Learning System (BALS), TESDA, PESO, and, OSY is campaigning for multinational companies having regional presence and local corporations to address their manpower needs by hiring from the local populace.  In the same breath OSY promotes skills-based hiring. meanwhile, shall provide some mentoring on how an osy can be more clarified re skills-job matching as well as some tips on how to be more competent on particular skills.


OSY, in collaboration with DepEd’s BALS, and DTI promotes “NegOSYong Patok”.    NegOSYong Patok is an intervention extended to osy’s for them to venture on micro-businesses.  Interventions may be in the form of some micro-financing assistance and mentoring on how to keep one on course with the chosen business.


“I Am sa IM” is an on-line mentoring on life skills and relationships manned by well-screened and trained volunteers.


“OPlan: Resbak” is a program on volunteerism for mobilization of resources under challenging conditions such as, but not limited to, state calamities, fire, peace & order, elections.
